IUSR_[hostname] login failure

I am using IIS on Windows XP Professional. When I go to
http://localhost I get the following error message in the browser:
Logon failure: user not allowed to log on to this computer.
and the following error message in the Security event log:
Logon Failure:
Reason: User not allowed to logon at this computer
User Name: IUSR_[hostname]
Domain: [domain]
Logon Type: 3
Logon Process: IIS
Authentication Package: MICROSOFT_AUTHENTICATION_PACKAGE_V1_0
Workstation Name: [hostname]
I looked in the "Local Security Policy" settings and IUSR_[hostname]
is added to the following settings:
* Access this computer from the network
* Log on as a batch job
* Log on locally
I have found a nubmer of similar posts on and around this problem, and
it seems like a possible solution is to reinstall IIS (something I
would really like to avoid).
Has anyone been successful in resolving this issue without
reinstalling?
Is there a way to see why Windows denies log on access to some
particular account?
