Trying to setup a FTP site in IIS 5

Hello, I'm trying to create an FTP site in IIS 5 and I'm having some
problems. This is what I've done so far. I've changed the FTP Site
properties to NOT allow anonymous connections. I created a user and added
that user to the FTP Site Operators. I then changed my home directory to the
one I want. I checked read, write, and log visits. I then went to the folder
that I specified in the "Local Path" and added the user I created for
security. However, every time I try to connect I get a 530 error (wrong
password). I changed the password multiple times so I know it's not the
password. Can someone offer things to check?
