.exe files

Something changed on our iis server a month ago where
only administrators can execute .exe files. I have went
through ntfs permissions and made sure the virtual
directory allows scripts and executables to run. I cannot
find the problem anywhere. I have not applied the urlscan
to remove the .exe extension. Can anyone point me in a
direction to check out?
