Often the question being asked relies on assumptions that are incorrect.
Try going into the comp.protocols.tcp-ip newsgroup and asking "how do I
disable the Nagle algorithm?" You'll find maybe a couple of replies telling
you how to do so, but the vast majority of responses will ask if you really
understand what you're doing, because that particular portion of the TCP
stack is almost always disabled for the wrong reason.
Similarly, here, disabling the Messenger Service is often suggested as a
cure for messenger spam - it's a workaround, nothing more. It still leaves
your system's NetBIOS and RPC ports open to the outside world. As a result,
it would be less than helpful to most people posting that question to answer
it as it stands, without noting that it's almost always not the right move.
