Can't download .exe file.

New to Advance Server.
Just installed w2k adv server and have a problem now,I configure it as
a IIS,I put some .exe files under wwwroot folder for user
downloading,but user can't download these .exe files from this server.
The error is "The page cannot be found",but can
download any other type file,eg .zip,.pdf ... I read some article from
web,check the URLScan.ini file and make the .exe
be allowable,then still doesn't work but notice that Urllogfile didn't
log .exe reject transactions any more,so there must
be another place block the downloading.The new error message is "HTTP
status code 401 : Unauthorized",web browser displays
"The page cannot be displayed".
I installed service package 3,latest hotfix,IIS lockdown tools,Microsoft
Baseline Security Analyizer.
Appreciate for any suggestion.
