As it turns out, it is a port problem. I opened all tcp traffic to test,
and now the double-clicking works. Unfortunately, I don't yet know which
port is allowing this. I don't know what would be the best way to find out.
The IIS FTP logs only show that port 21 is being used, so that doesn't help.
This FTP site isn't the easiest to test from because it's colocated (hosted
by a web hosting company), and I have to call in the changes I want to try
on the firewall.
