Your user is apparently unaware that FTP does not allow for "opening" files.
FTP is for transfer of files - whole files - and does not allow for options
such as file and record locking, random access, shared access etc that is a
required part of "opening" a file. Even when his FTP client claims it is
"opening" the file, instead of actually generating network transactions for
these operations, the FTP client is downloading the file, to open a local
copy.
