authentication required on anonymous access web

Hello,
I have a Win2k server with iis5.0 and frontpage 2002
server extentions. I used shared point team services
(system health) to correct problems with access levels.
The site is suppose to allow anonymous access. However,
because the page has an external link reference in it. I
am prompted for a user name and password. I can either
cancel or put a user name in and it will still work. I
just need to get rid of the prompts for user name and
password. Removing the external link reference is really
not an option and it only started when I used system
health in fp2002 server extentions administrator.
Please help if you can...thanks...
