Unable to create the Virtual Directory

Hi to all,
    I am facing two different problems in IIS.

Problem 1:
   While try to connect the IIS the following error msg
displayed.

"A non-fatal configuration error occurred.
Not all available information may be dispalyed."

But My IIS was working good.
While I am trying to create a problem on Virtaul Direcotry.
It was not successfully created.

How can I solved the problem

OS : Windows 2000 Server (Standalone)

Problem 2:

In that system the IIS was working good.
But in the services is shows the status is Starting..!
(World Wide Web Publishing Service is starting)

OS : Widnows 2000 Server (ADS)
What is the problem?

Help me for the two different problems.
