COMMAND-LINE tool for CSR request under IIS 5 ?

Hello,

I'm looking for a command-line tool or a windows tools to make a CSR
(certificat request) for IIS 5.

Our PKI can't sign a CSR avec the field "ST=" in the DN of the CSR.
Even with a BLANK in the "ST" fied...
Then the request must be without this FIELD...

I've tried some test with OPENSSL without success but I don't know
howto import an openssl PKCS12 (priv KEY + Cert) in IIS 5.

There was a command-line tool under IIS3 called KEYGEN to make a
manuel CSR (cf Certplus.fr FAQ)
What about IIS 5?
