Windows 2000 server - ftp setup

I'm running Windows 2000 server, and I'm setting up an FTP
site on it.
I was told to make sure that I do two things.
1 - setup all users as local and not domain? What exactly
does that mean?
2 - make sure that I'm only allowing port 21 is open? How
do I do that?
