I have an IIS 4.0 server running on NTAS4.0, SP6a. My users have begun
to complain of receiving the subject error message on trying to change
their passwords (we use NT Challenge and Reply and SSL for all use of
this webserver).

What I have found is that a user who logs in and immediately tries to
change their password will have this problem, but one who waits ~10
minutes won't. The server in question is PDC of a one-machine domain;
no security information has to be synced with any other host.

Does anybody have a lead on this?
