It did not matter how I tried to download an EXE file, I got the same error. Something like, could not find site or site does not exist. Then I edited the URLScan.ini file and commented the .EXE line in the DenyExtensions section. Saved the file and restarted IIS. After that, downloading EXE files worked as expected.
