Err. since you still having this prob and you claimed you have followed
every single step in the kb, I suggest you remove all ftp sites and folders.

Do it from scratch.
ftproot -> c:\ftproot\
-Administrators: Full Control
-Everyone: Read
-System: Read
userA -> c:\ftproot\userA
-Remove the Everyone group.
-Change the System account's folder's access to Full Control (instead of
Read).
-Add the user who will use that folder, and give that user Full Control
access.

Ensure userA has logon locally rights and etc
Then test it at localhost - ftp localhost

any luck ?
