Do you have any firewall running ?
if disabled related services, reboot, change it back to
auto, restart machine. any luck ?

netstat.exe - nothing on 0.0.0.0:80 ?
a lot of connection ? time_wait, close_wait ?

if you host is connected to the net, take if off and
try to change it.

anything in IIS for connection attempts ?
it could be some ddos to your host.
