configuring IIS security

Please help and assume i am an idiot.

I had IIS 5.0 running on my home PC (XPPro) and
everything worked nicely (for over a year) until i
decided to compact and repair the access2000 database.
Of course i understand NOW that when i do that that
access nicely overwrites permissions to the database and
now when i access it from the localhost i get the
error "The Microsoft Jet database engine cannot open the
file '(unknown)'. It is already opened exclusively by
another user, or you need permission to view its data"

SO via IIS window, i looked at the permissions on the
databse folder, the databse itself, the web default
directory and everywhere else i could think of. I also
tried the same through explorer. Everything had at least
an entry for IUSER_myMachine with read write full control
and whatever else i could find. I still get the error.

I need hand holding. I have seen messages that say "make
sure you have local access" but no one says exactly what
that means. I have checked my local files/directories
through explorer and through IIS. It all looks ok but
obviously is not.

Is there a set of instructions somewhere on the net in
plain english??? ARRGHHH!
