ASP.NET bug

First I would like to know how to report problems to MS
without having to buy support. I don't need a solution
from them because I have already found the workaround. I
just need to report the problem and know that they will
fix it.
If anyone knows of a permanent solution to this problem in
the meantime, I would certainly be interested.
Here's the problem:
1. Set up the ASPNET user account to have read,
execute, and list folder contents permissions on your on
the root website directory.
2. Run the app and all works well.
3. Reboot your server
4. Try to run your ASP.net app. You get
error "Server cannot access application directory. The
directory does not exist or is not accessible because of
security settings."
5. You now have to go back to the root directory,
right click, open Properties, open Security and add the
ASPNET user account permissions back in. Sometimes it
will still 'appear' as though the ASPNET user account is
there, but you still must go through the motions
of "adding" it in.
Everytime the server is rebooted you lose the ASPNET user
permissions.
You have to do this EVERYTIME the server is rebooted.
