I'm sure the IP restriction on virtual directory works.
if you configured correctly you will get a '550 error'
saying that the network address couldn't be use for
the operation requested. check again.
I feel you are quite confusing still, I would suggest
you first setup the physical folders with require permissions.
then setup anonymous site and test, then login site and test
then last only apply the ip restriction.
