Thanks for taking the time to help me.

After lots of testing I determined that problem was that virtual
directory was being "ignored." Logon authentication works, but I'm
getting errors saying user cannot access home directory. I now believe
that is due to problems with our Win 2000 FTP server validating users
with the global groups in my permission settings on the home
directories. Domain controller is NT 4. I will try more testing tonight
(when I got approved for possible downtime) and again try to implement
the solutions you proposed -- after I make all the user accounts local.
