Mike,
        Please provide me the following information so that I can accuratley
attempt to create your problem.. At this point I cannot..
Location of the folder and permissions -- Please include permissions on
folders above the ftp folder
Permissions with in Ftp, anonymous etc

Also a detailed step by step on what applications you are using when you
see the problem...

Sorry for the delay but I have tried everything and cannot repro the
problem.. More than likely it is a problem that may have been fixed in late
builds.. I am working on build 3757 .. .
