If you are sure that there's no urlscan.
which installed at %systemroo%/system32/inetsrv/urlscan.
what happen you click the exe hyperlink ? 404 not found ?
what's the http status in iis log file ? ensure you didn't
set the 'execute permission' as 'script and executable'
any special characters in the filename ? if you change
it to aa.exe, working ? or aa.zip working ?
Rgds.
