Can't Download .exe but no URLScan.ini

Can someone help...I am unable to download .exe files from my IIS
server. I have read other articles on this but all refer to
URLScan.ini from the lockdown tool. We have used the lockdown but
there is no URLScan.ini on my server, and I do not think URLScan has
been installed as part of the lockdown as there is no .dll either.

Can anyone help?
