Usually, when a user says that administrator can log in, but others can't,
that's indicative that "log on locally" needs to be assigned.
However, if you're right, and Netscape works for all users, this isn't going
to be the problem. Differences between Netscape and IE are likely to resolve
down to bugs, for the most part. One question I have would ask if there are
any characters other than letters or numbers in either the user name or the
password. IE has been documented to screw up if there is an '@' sign in the
password, since it doesn't quote this in the URL field, leading the FTP
component to pass the wrong password, and possibly connect to the wrong FTP
site. There may be other special characters that cause problems (colon,
percent, etc).
