No Request Pending???

Hello all,
Here's the scenerio...
I HAD my IIS 5 Website secured w/ SSL..
The stand-alone CA and IIS are on the same server..
Today..
I realize the certificates are now being rejected...
I tried a few methods of solution but nothing worked...
Because this is still in testing (not a live site yet) I
uninstalled the CA... deleted the cert's for that CA...
reinstalled the CA...
I can request a cert. from a client computer just fine...
I request from w.s... i go to the CA... issue.. back to
the w.s... and i install the cert.. PERFECT...
BUT... when i request a certificate for the site using the
PKCS #7 file.. then issue the cert on the CA.. (keep in
mind its on the same serv)... i get the message "No
pending requests"...????????
