You can block single IP addresses with ISA or IIS, though that won't help
you when a different IP address changes. Unless this is slowing down your
network or you suspect attempted hacking, I would probably just make sure
your web server is completely hardened and leave things as is. Setting up
automatic blocking of IP addresses using script is usually unsatisfactory
and can cause problems.
