A lot of request on IIS

Hi workers,
I have some IIS server in wich sometimes I can log waves of home page
demands

the requests come from dynamic ip and they last for an half of hour and I
can't chase them

the web are inside a private lan protected with ISA

all os and services and antivirus patched dialy

can I filter them? how to?
