Enable auditing will increase security and also let you see who is being
denied access to what.

The IWAM and IUSR accounts might not be included the Everyone group, so you
might start there. IUSR is used to run script like .ASP unless the file or
folder containing the code is set to "High" or "Medium" under the
Application isolation section in the IIS MMC. These accounts also require
some permissions to files on the C: drive, in the Windowsroot folder and
Program Files folder.
