What's telling you this, who's executing the file, what is their IP address
or user/computer name, and why isn't your firewall blocking this? Can I
assume you're not running antivirus with the latest updates?
www.grisoft.com is free, you need antivirus if you're not running it.
Could be a sign of virus infection, such as Redlof. Search www.sarc.com or
any other antivirus manufacturer's virus database for htt or redlof for more
info.
I'm not aware of this file commonly being used to hack, but it looks like
possibly someone could execute a file such as .HTT Search www.google.com
for "hack desktop.ini htt" for some more info.
