when you said 'open .exe files' what do you mean
exactly ? execute it or download it ?

what's the error ? check iis log what's the status
code... again check if you have urlscan installed.

what you intend to do with the .exe file ? if
you rename it to .xxx is it working ?

what's the 'executable permission' setting
in the 'home directory' tab ?
