STRANGE: Web Site Accessible by Some, Not Others

I'm migrating a web site to a new server, and am in the process of
testing. In a few situations, users on the internet are unable to
access the web site. They don't receive any errors, the IE browser
indicates that the web page has been accessed, but the default page
never gets displayed.

Most people accessing the web site have no problems. Netscape and IE
both have accessed without problems.

I used my laptop, with IE 5.5, with a cable modem from my house, and
could not access the web site. I dialed out to another ISP with my
laptop and was able to get in.

Then, I dialed out with another computer to the same ISP that I used
successfully with my laptop, and was unable to get into the website.

The web server is running:

NT 4.0 SP6a
IIS 4.0

The access to the web site is via IP only, since I haven't made the
DNS change, yet.

You can see that the server response is a 200 code, but this page,
default.htm, never gets displayed on the brower.

Any help or ideas would be greatly appreciated.
