I've seen this in the past, and believe it or not, this is a bug in the
Visual Basic VM that causes this problem. You need to get the following
fix from Microsoft:
Q325568 WM_WININICHANGE Message Causes Deadlock in Multithreaded VB Apps
http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q325568
When the policy gets applied to the IIS machine, it makes the same call to
VB that's described in this article, causing IIS to fail. Installing the
hot fix should resolve the problem.
