Which is more secure: allow user to VPN or FTP to IIS5.0 ?

I need to provide ability to let a full-time employee publish content on an
IIS5.0 server from home.
I have two options:
Or I grant VPN access to that user or I enable FTP on that IIS5.0. FTP is
currently disabled.
Is there any special security care when enabling FTP on a server ?
My IIS server is currently lock down with iislockdown tool. What else should
if enabling FTP is the option to go ?
