This sounds like the problem described in the article below. Depending on
how you're connecting to the site will depend on how IE treats that page:

303650 An Intranet Site Is Identified as an Internet Site When You Use an
FQDN
http://support.microsoft.com/?id=303650

Do you have the same problem if you connect to the site via the NetBIOS
name, and not the IP or FQDN?
