A problem of the CA web enrollment

When using stand-alone CA web enrollment under Windows2000
server, the process is always stuck at the AxtiveX
downloading phase. The specific procedure is:
1. connecting to CA cersrv
2. check "apply for a certification"
3. check "Advanced application"
4. check "...applying a user certification for smart
card..." 5. ISSUE! --The status remains in the "ActiveX
component downloading" and the options in this web are all
grey--unavailable.
It works well when the CA is configured as Enterprising CA.
What is the matter with that? How to solve it.
