Pics with '&' in the name won't show after IIS lockdown

I used the IIS lockdown tool last night and everything
worked great, then my users stated saying that some of
there pictures where not showing up on there web pages. It
seems that any picture with an "&" in the name is not let
through IIS to any clients.
How do I get around the "&" problem and still use the lock
down tool?
