Are you connecting through any type of load balancer or through a firewall
or proxy server that's publishing SSL? Does this happen if you try and
connect to the page via HTTPS with a browser that's directly on the IIS
machine?
Using HTTPS should not change the type of authentication, nor does it
change the context the page is being requested under. Getting a prompt for
credentials then getting an "Under construction" page leads me to believe
you're somehow getting re-directed to another server that has no web sites
configured. Also try doing this same thing using the IP address rather
than the FQDN.
