to you to find and configure the ASPNET account.

What I am still trying to learn is to which extents a developer can
create and test ASP.NET applications without using the ASPNET
account or if doing so is even possible.

The reason being one's ability to develop on a machine using a
FAT32 partition that does not support access controls as does
NTFS thus the ASPNET account can never even be applied.
because the security tab can not be made accessible to the
developer working on that machine.
