boodha,

I have run into problems similar to this many times.
However, the issue of not being able to delete particular
files can get very complicated quite quickly.

Here is what I would recommend:

Check to see what services and executables are running.
Close all extraneous applications and end all un needed
services. Then attempt to delete the file.

If this does not work, start stopping some of the needed
services, such as inetinfo, msftp, etc. Stop everything
you can without crashing the system and them attempt to
delete the file.

If still no luck, I have sometimes had luck getting files
to delete from a command prompt that I could not delete
through Windows Explorer. Do Start, Run and type cmd.exe
and hit enter. In the command window, browse to the
directory and delete the file.

If it is an entire folder, sometimes deleting the folder's
contents first and then deleting the folder works as well.

Hope this helps.
