ASP.NET user account

I have recently installed the .NET framework and IIS. I
have been told by others that I should have an ASPNET
user account to set security on for creating web
applications within the .NET framework. I can not find
such a user and wonder if I have installed something
incorrectly. Also, I saw somewhere out on a Microsoft web-
page that IIS should be installed PRIOR to .NET
framework. Is this my problem?
