This is the first I've heard of needing to reinstall IIS to get rid of this
error message, so I don't think it's really a bug. The 10-user connection
limit is documented and was in all the news media at the time.

Check your IIS web server log to see who is connecting to your web server
and/or which files are being downloaded. You might be surprised.

The problem is:
Only re-install of IIS solves the problem untill I open
anything from the local web site even a static HTML.

I wonder why Microsoft hides that Bug.
