Need help with FTP permissions

Ok, I'm about to pull what little hair I have out. For
some reason, any user I create, whether they are in
the "Administrators" group or "Users" group can FTP into
every site on my server, even though some FTP sites are
configured to only allow "Administrators" as operators.
What is causing this? Thanks a lot.
