Your FTP won't work with just TCP 21 enabled. You need TCP 20 and/or other
high ports enabled depending on whether the FTP client is using Active or
Passive FTP. More info at www.google.com or by searching this newsgroup.

Some ISPs block ports like that to prevent people from running servers on
home internet accounts.

I would put your firewall in place and watch the firewall log during an
attempt to access the server from the internet to see if anything is
reaching the firewall. If not, I would suspect your ISP.... and if so,
don't hold your breath trying to get them to change, they probably won't.
You may need to download a free syslog client such as www.kiwisyslog.com to
be able to capture and view the firewall logs.
