Slow SSL link

I am running webemail application on IIS5.
I have two link to this webserver from main page, first one is regular http
link the other is https secure link using ssl.

regular http link gets there fast but whenever I click on https link it
takes about 3 to 5 sec just to come up with certificate window....

any idea why it takes so long?
server is adquatly fast enough I think.. P4 2.2 with 1 GB ram.
