No administerable Services found

I am using a Win2k Pro Portable with SP3 installed. When I
try to start any ASP file, IE starts the (frustrating)
Server not found page. I was told to reinstall IIS which I
did. When I go to Control Panel Services, IIS is started
But when I click on Internet service manager I get that
error no administerable service found. Please help me
