Hello,

This is actually very easy to do. You can do this in IIS by opening the
ISM (inetmgr) and configuring IP Address Blocking.

This is found on the website properties, Directory Security, IP and Domain
Name Restrictions, and Add the IP and click Denied Access. This will cause
any requests to fail with a 403.6 IP Address Rejected.

This can also be done for the FTP service.
