Unable to read from/write to a text file.

Environment: Windown XP Pro, IIS 5.1, ASP

My IIS NTFS permissions don't allow the anonymous
internet user to write to a text file. In other words,
when a user tries to access or write to a text (.txt)
file from an ASP web page I get the following error:

HTTP 403.9 - Access Forbidden: Too many users are
connected Internet Information Services.

Web Sharing Properties: Access Permissions: "Read and
Write". Application Permissions: "Scripts"

Any ideas how I can change the NTSF permissions?
