ip address restrictions box greyed out

In the Directory Security tab (no matter which folder I
am viewing the properties for), the section for "IP
address and domain name restrictions" is greyed out so I
can't make use of the feature. Why might this be and how
can I enable it so that I can restrict access by ip
address?

I am running IIS 5.1 on XP Pro.
