Question 1):
You can't use Win2k Pro to grant/deny access based on IP address. This
feature is only available in the server version of IIS. If you want to do
something like this either do it on your router -or- install an application
level firewall such as Tiny Personal Firewall (www.tinysoftware.com) or
ZoneAlarm (www.zonealarm.com)

Question 2):
You use logging to accomplish this. Enable logging via the IIS MMC Snapin
for the FTP/WWW/SMTP site in question, the view the logs in
c:\winnt\system32\logfiles\ - there will be folder for each website, ftp
site and smtp site that you have configured logging for.
