Kiran,

If you want IIS to display an error if the user does not have a client
certificate, select the radio button "Require Client Certificates" rather
than "Accept Client Certificates". Accepting certificates simply gives IIS
the ability to prompt the user for a client certificate if they have one,
but if no, the user is still allowed to access the page. If you want to
force users to not get to the site without having a client certificate, you
should have "Require Client Certificates" selected.
