To the best of my knowledge IAS is unable to do that.IAS is capable of
authenticating access requests received through the RADIUS protocol against
Windows 2000 native mode domains, Windows 2000 mixed-mode domains, Windows
NT 4.0 domains, or Windows 2000 local accounts database for a stand-alone
IAS server. The IAS authentication features and capabilities available to
administrators depends on a mode of a particular domain against which the
users authenticate.
